Mesa County owns the property and building

In 2001 by election Mesa County formed a Public Improvement District (PID)

The PID account collects $50,000+ annually via a levy tax on properties in the PID.

Mesa Community Club (MCC) is a non-profit entity

In 2003 MCC entered into a 25 year lease agreement with Mesa County to operate the facility using PID funds.

Legally for the finances, the Mesa County Commissioners are the PID Board members and MCC is advisory. When MCC’s budget is adopted by the Commissioners, it authorizes MCC to use the PID funds via disbursements from the County.
